This is what happens when a manager knows when to actually play their youth players. He didn't get overplayed from the age of 18 bc he showed some potential. Players need to mature, when a youth player gets played too much too early they can't put in consistent results and the reactionary fans give up on them immediately and these kids lose their confidence (looking at Man Utd and Chelsea). There's exceptions of course but everyone laughed when Foden would play for 8 minutes at the end of a game. Pep, Foden and everyone at Man City saw the vision. Dont rush these youth players, they've got 10 years ahead of them to develop and some will do it later than others.
