Exactly, modifier can't be changed in game. However there are some rules how the modifier works. Sometimes, it's changed arbitrarily and some may say it's because of international reputation. However, full-backs and wing-backs always get at least +2 and GK, CDM, and LM/RM always at least +1. Only the first position matters. Converting the position through training plans won't change the modifier, but EA changes them sometimes. Recent update to Rui Patricio's overall rating is a good example (go check his change log).
